Rise in interest rate is mainly to control inflation and to prevent the stock market to get into a bubble. I have never heard of use interest rate to control debt. As soon as the economy and stock market heat up then the Fed will raise the interest rate. Unfortunately, COOP has to do the MTM adjustments. In fact COOP does all the time, high or low interest rate.
