No it's called a CE designation for "public interest concerns" that include but are not limited to SPAM, PROMOTION, or other disruptive corporate actions.
and they keep on putting out promotional news daily, that means nothing but fluff and spam instead of addressing the late financials, CE status, etc, etc....
