That's where you're wrong. I think Muncuhin is more beholden to TBTF than he is to the GSE's or their shareholders. White House isn't doing shit over GSE's.
You are correct about the misleading about protecting the tax payer...this is the LIE that is being perpetuated in the media, within TBTF circles, and most importantly in Congress where that slogan carries the most weight. The Members of the select committees throw that term around so it looks good to their constituents, who have no idea of the fraud and crime that have occurred, and equally as good to their WS donor base. Shameless. This is why the GSE's have an uphill battle X 10.
