Now if one really wants pallets of cash we might want to look at Israel. We provide cash to Israel to develop various defense systems...Cha ching$$$. They enlist US defense companies as just one example to enhance AESA radar systems. An area where the US has held a lead over Russia. Then Israel sells the systems to say India. Cha-ching$$$. After which Russia obtains a copy, and reverse engineers the radar. Which is a lot cheaper than the Russians doing their own R&D. Cha-ching$$$ the US helps to subsidize indirectly Russian technology. Which the Russians then sell on the open market. Cha-ching$$$. Of course Israel then needs to upgrade their product, and asks for funding from the US. Cha-ching$$$. Let's call it circular pallets of cash.
