Benghazi was not about broken laws. It was about the betrayal of the Benghazi victims, and the subsequent political lies portrayed for election purposes.
One could say they "colluded" with the terrorist attackers.

Benghazi investigation successfully exposed the lies and betrayal of those being attacked that night.

It's not my fault if want to minimize those deadly betrayals.
