Correct. The OS still remains at 3,808,281,098. The CEO has made it clear he has no plans to dilute and the last financials showed the company was profitable so there should be no need for it. Especially with the increase in revenue the JV's will bring.

If someone tries to convince you to buy a stock they usually have a personal agenda to do so. Not because they are concerned about you making money but about convincing you to buy so they can make money. Same is true for those yelling sell.
