What is all that "promotion" the trolls are talking about?

- Media promoting mining companies' stock paid or unpaid

- Stock discussion forums promote paid company advertisement

Is promotion is a crime and violate stock exchange rules? Then tens of thousands of companies will be fined and their CEO put behind bars.
