We know these applications were sent after the new year, so as the end of 2018, the government is looking for a new ID and validation service.
We also no the lobbyist is Jack Burkman of J.M. Burkman Associates who has a DUNS.

There are also other methods of seeking funds that are not grants, such as unsolicited proposals, which may not require a DUNS, especially until funding is going to be secured.
