That definition is useless. This is because I can show you many examples of public companies in the OTC space which main activity is timely reporting. Sometimes they issue some PRs too (sometimes very often). Their existence depends entirely on issuing new shares it means dilution. These companies have often one employee its CEO who often operates from his/her bedroom. This company does not fit this picture somehow.
