The insiders have certainly been busy setting themselves up to capitalize on the enthusiasm by the marks and future marks on which they will dump shares.

The outstanding share balance has swelled from 133 million at the end of March 2018 to 770 million a year later.

The Nasdaq's third tier, the AMEX can be just as bad, and last but not least, the OTC, it seems, are financial venues that reward failure.
