Hi, @car123, (on a day when CARs are big in my view as I am about 1/4 way through the Coke 600 after having somewhat enjoyed, though maybe a bit disappointed by, the Monaco GP and Indy.)

To answer your question, "What will happen if the changes of the SPS affect the property right of a thrid party?" I will quote myself, which feels a little weird, but anyway, note the part I have bolded below, I did point out...

At any time, as long as both parties agree, they can do whatever they want about the SPS LP and SPSPAs, within the law of the land, within the powers delegated to them as US gov entities...



So I did qualify the "anything they want" with "within the law of the land." If you feel like the past dealings among USTsy and FHFA and the US Congress are maybe stretching the "law of the land" even directly against the Constitution of the USA, then you will probably find a lot of other people have similar feelings.

But I do applaud you for bringing up the point, because so much of what has already happened in this is in dispute as to whether it is "within the law" as (particularly for my curiosity) we all await to see where the en banc decision might fall.
