I would start with Saddam Hussein.

As you are aware, we went to war with Iraq in 1990. That war ended under the terms of a treaty. Those terms were broken many times leading up to the invasion of Iraq.
Hussein started the war. Without that happening who knows if 911 would have ever happened.
