No new shares can enter with the financials still in arrears so the source obviously is a legacy shareholder who has has been liquidating a long dead holding since the Lazar takeover of the shell. If this situation is true there is a finite amount of retail shares before this sellers holdings well goes dry.

No doubt it is found money for the seller. The reality is that the seller can not have many more shares left in his or her inventory.
