It is going to be used to maintain control of the company in a reverse merger or acquisition. It wouldnt make sense for them to increase it for dilution purposes as they just worked to decrease toxic debt. Also they have had 15 billion AS for a while now and have not used it to dilute. So to increase it further must have some purpose behind it.
