In the 8k this morning prior to the PR this was part of the wording regarding the offering;

On May 22, 2019, OncoSec Medical Incorporated (“OncoSec” or the “Company”) entered into an underwriting agreement (the “Underwriting Agreement”) with A.G.P./Alliance Global Partners, as representative of the several underwriters named therein (the “Underwriters”). Pursuant to the Underwriting Agreement, the Company agreed to sell to the Underwriters, in a firm commitment underwritten public offering,


I presume from the wording “ firm commitment” that this clearly shows that they had buyers for the shares already.
