Most OTC “investors” don’t understand how NOL’s work...and they are rarely, if ever of value in an OTC stock.

IRS Section 382 takes care of that.

But they are becoming a favored pennyland narrative.

If Rotman is pushing that...then just another item he is employing from the penny scam playbook.
