This is very typical "action" for this stock. Most price movement occurs either just before or just after a financial report is made public. This is evidenced by the "stair step" chart pattern shown in the link. Between these financial reports, trading in PIOE is very slow. Low volume, big spreads, and little change in the "average" share price.
