You are spot on right. They have moved very quickly here and this shows they perceived the con man Rufus as a danger that had to be stopped faster than they normally stop such scams. They have to devote valuable resources to one of these scams. Bush cut their funding and they do not have lawyers just sitting around twiddling their thumbs.
