Mueller gave many reasons that obstruction may have occurred. But, he also gave one very important reason that it may not have occurred (page 179 of section 2 [obstruction portion of report] very first paragraph) You will get the gist, if you have read why Trump was contacting DOJ and Intelligence departments. It is important to realize why Mueller put that portion in his obstruction report. And it is why Democrats have not brought impeachment charges up for obstruction.
