It isn’t. If the company bought shares in the open market with no disclosed Buyback Plan under Rule 10b-18 he could be creating some big problems not the least of which is the risk the SEC will suspend the ticker at some point. There are a range of regulatory disclosures required of which they have made none.

So either he is an idiot or just a straight up scammer and making it up.
