No, that first sentence does not support your argument at all. The Moelis plan involves a full recap and release shortly thereafter. As long as that is committed to by FHFA and Treasury, the private capital will flood in.
Also, any dividend uncertainty won't keep the new buyers away, it will just drive down the price per share that they are willing to pay.
