The only manipulation that would make any sense would be to the upside, unless still accumulating, and then a bid that low wouldn't make sense.
Someone has been buying higher for a few days and the new support bids haven't been put back up yet.
Its just OTCBB crap, you cant see all the bids, market orders are seldom used and for the most part can not be used.
