The National Council of State Housing Agencies (NCSHA) is a nonprofit, nonpartisan organization created by the nation’s state Housing Finance Agencies (HFAs) more than 40 years ago to coordinate and leverage their federal advocacy efforts for affordable housing.

It seems to be a type of Gov organization representing all states.That is why so many high level Gov officials and lawmakers are attending.

BTW there seems to be no lobbyists like MBA.

It makes lot of sense to get the support from states at this time.
