Orrrr, you could 'document' where you see any investments he has made to better the life of his people.

He has spent plenty arming his terrorists groups, perhaps that's where part of it is...

It sure doesn't take a rocket scientist to see he hasn't spent much on his people, unless squalor is an expensive commodity in that area...
