A GOV loss in Collins greases the skids for a SIFI designation on a newly defined basis. As SIFI, the GSEs become more of a RISK to taxpayers as "critically undercapitalized" than any benefit from selling Senior P shares or warrant shares would represent.

It could be the "quick fix exit strategy" that ends the conservatorship safely and with the least market dislocution.
