If a cop signals you to cross the intersection, what do you do?
If I make an application and something in this application is not quite correct, then a control authority should be able to tell me what needs to be added or changed - because that's what it's there for, isn't it? In principle - and this is what common sense also says - we should first check and then admit. An inspection, control or administrative body that is not in a position to do so could not even inspect cinema tickets, could it?
