A true "mandate" be a veto proof congress (both House and Senate). As it stands, neither body is even close to being "veto proof" for the democrats -- the dems have just a few spare votes in the House (assuming they all stick together) and strictly speaking, they only control 50% of the Senate, needing an independent (who can be less than reliable for the dems) to caucus with them to gain control.

Hardly a "mandate".
