Don't really know if it's for 5 units or price per five unit blocks for a base employee group of 1000 people. Rather hard to understand I imagine unless this is your game (govt contracts)

Frankfort being where all US personnel from Middle East go, should be seeing something along that line as well as Navy, Air Force, Marines yearly budget time.
Anyways it's just about the right timing I was thinking for this to start happening due to budgets requests/pronouncements etc 2019 going to change the game.
