Public securities isn’t my area of expertise, to the extent I have one these days.

That said, I’ve always wondered if NP has been unable to buy due to continued possession of material non public information.

My limited understanding is that insider buying and selling is permitted only if done under an established plan, and I’m even less certain of the rules on how and when those plans can be adopted.
