How about the run up was to entice buyers for the offering? The 10 plus run was before the offering ended not after. Than anyone who exercised offering rights could not trade for several days as they had to wait while shares were deposited in accounts as the share price nosedived. Down $1.60 up 5 cents is not a "storm"
