I think they screwed up the filing on NVSOS. On 11/5 they raised the AS from 75 million to 4 billion in conjunction with the new company coming in. Then this last filing reduced it from 4 billion to 200 million. Effectively they raised the AS from 75 million to 200 million. They probably realized they didn't need 4 billion shares so they changed it. It really looks like a typical amendment to change the AS which happens all the time and is not a split of any kind.
