but penny stocks are the way to go

Fur shur one doesn't have to worry about trivial things like the fundamentals of a stock. There are none for a PMCB. No CTs or a race to market vs the competition. No calculations required for market share vs the competition based on proven efficacy. There is none. Neither is there a need to worry about sector macros on future drug pricing etc, or whether the big kid money flow is in/out. Indeed no need to worry about Market macros, such as Fed rate hikes, the trade war, and effect on the sector or company. It's worry free! Just play the PR pumps. In that context penny stocks are the way to go.
