It would literally be insane.

I can't for the life of me understand why they'd consider receivership given the small amount of value the current shareholders actually hold/own. Why take such massive risk given such minimal gain by wiping out current shareholders?

It would be exponentially more prudent for the government to take actions that increase the value of the shares - given the government is a shareholder itself.
