Yeah, that's Authorized shares, the amount of shares they are authorized to issue, but they don't actually exist unless they issue them.

The IQST O/S is 15,002,599 common shares as of November 9, 2018. (from 10-K released yesterday)
Metrospaces $MSPC owns 6,136,848 of these shares. (from 10-K released yesterday)
