Outside of the United States the FDA HAS No JURISDICTION. Therefore XXII can roam the globe with impunity. The question as to moving VLNT OFFSHORE will reverberate globaly. The FDA will have egg on their face for not addressing the move of XXII offshore.That is if in fact VLNT can be marketed on a global scene.

Surely it can for XXII does not require the blessing of a federal agency that is slower than stop.

The answer is WHY WAIT?
