Exactly. Phillips just recently said that Treasury wants FnF to have a smaller footprint and wants more competitors in the market. Even if they can't accomplish the second administratively, a new FHFA director (who will basically be chosen by Treasury) can certainly accomplish the first.
Using current earnings to predict post-release share prices is folly.
