(a) Any individual, wherever located, who is a citizen or resident of the United States;

(b) Any person within the United States as defined in § 515.330;

Looks clear to me. Irrespective of the merits, rights or wrongs of the situation, it sure looks like
illegal aliens, so their children are included in the group of "Any person within the United States."
