Nothing could have happened before January 2018 due to GSE jumpstart.

So why has nothing happened in the last 10 months? I don't know.

Some reasons: elections, FHFA Director term ending, waiting for "10% moment," waiting for 10-year anniversary of conservatorship to bring issue back in public view, delay warrants until 2020 so they can be used in re-election campaign, etc.

Or maybe the government is happy to keep the GSEs in conservatorship forever or until a court ruling or until 2028 when the warrants expire.

But if your focus is on an administrative solution, a split Congress helps derail legislative reform.
