You should state the class of shareholders who are getting nothing. Common share holders are most likely getting nothing. Public equity holders holding the common shares as collateral are getting the common shares for exchange for the tax debt they hold minus any tax credit going to the collateralized debt holders. There is tax debt and bond debt along with the shareholders deficit that collateralizes the bond debt while the government collateralizes or underwrites the tax debt sold.
