the totaly ridiculous "remove the charter chatter"
I would not be nearly so quick to dismiss this. It is a specifically stated goal of Treasury, and they will be in the driver's seat throughout this process.
If they can give enough carrots to the Democrats in terms of other affordable housing mandates, the charters are as good as gone. Treasury will basically be choosing the next FHFA director, so that person won't stand in the way.
