is it stating that each current amstar stock holder will receive one pofg(new cussip). being that they hold 10 mil as of 2004 does that bring float down to 60 mil?

and what of this?
Amstar's stockholders will control of 96.12% of the company after the acquisition is completed,

is this current amstar holders? if so where would this put the float? sorry for all the questions, just trying to figure it out.TIA to any clarifications.this could get interesting.
