A value investor do not go all-in at once, but a gradual entrance and gradual exit. If you have bought every month for the last year, and by the time it comes back to 17NOK you would have earned decent money. Even if some went all in at 17, it could come up to 34NOK as quick as it came down and they would get 100% return, which is a good return on an unfortunate timing.
