Why use both Kevlar and the shock plates?

Several reasons, three of which are:
1 Some protection near and past the edge of the shock plate.
2 To contain fragments of the bullets and spalling from the shock plate.
Nothing ruins your day like shrapnel in your neck.
3 Shock plates are brittle, often made of ceramic, the outer holder and
ballistic cloth pads help to contain a cracked or shattered plate that
might still offer some protection from other projectiles.
Unlike at the testing range, an enemy force does not stop shooting while you replace a cracked plate.
