almost anybody, any amount! when u find one not on the list.... be prepaired to see the o/s a toy for that co. seen as a private cookie jar! so many find themselves trapped in a stock and don't understand that promoters can set up shells to where they only can control a well promoted stock's pps.
so a stock that is shortable, to some degree, is one still available to market pressures.
