There is/are market makers. It is a matter of getting them to shop around to see if any orders match up. The last annual I got from them, which was fall 2017, it looked like they had bought back about 20,000 shares if I remember correctly. Which I felt was a good move by the company. If you can get your stock off the street for less than book value, everyone wins. They should just take it private between $12-$16.
