Did the FDIC seize WMB and make its "Final Payment" of 1.9B (by selling to JPM)?

The only "luck" for us is that the FDIC has retained 40B of assets but this may go to pay other claimants and we are not one. So we are at the bottom of the food chain and there is likely close to zero left for us (from the WMB portion}.
