It creates a WAN in the sky with various planes and base stations to receive and transmit data to the WWW to complete the internet pipe. The lasers are the medium, like a T1 or DSL Link or caseless fiber optics.

The technology your speaking about uses the plane to transmit TV and analog data to receiving personal devices on the ground. Three planes flying 24/7 in each cell to maintain redundancy.
