Well, look at the document that you linked to your comment. OMEGA was there in full force. In the RFP, go to the section of certification and you will see what the requirements are and these L-1011's do not meet the requirement currently. Also, TMPS does not hold any Security Clearances of Secret Facilities Clearance, which are also required. They will also be financially evaluated and audited by the DCMA (Defense Contract management) and will not meet the test to be financially viable. On the aircraft, there has to be a re-certification not just the FAA, but also the NAVAIR and NATO standards. This is not some easy quick process. The aircraft have to be registered and certified under FAA Part 91 and other mandated requirements before the L-1011's are allowed to off-load fuel to a Government aircraft under a contract. As of right now you can look up the FAA aircraft registrations and see that these are not even issued a simple Airworthiness Certificate yet. That in itself will be a challenge because a FAA "DAR" Designated Airworthiness Representative has to come there to the UK to perform inspections of the aircraft, log books and maintenance ( which has not be kept up to date, weekly, monthly and other periodic inspections ) Based on this, I have doubt that some FAA bureaucrat is going to put there ticket on the line for this.
