No Les, you have not debunked anything. I am not arguing that the facility hasn't been completed yet!

Here is my point, which you don't get and never will because you are biased and too close to the inside.

You have been nominated for a Pulitzer prize and invited to the awards dinner because "All" nominees are. So you run around and tell all your friends you have been awarded a Pulitzer prize and officially post it on your Facebook page (PR) that you have been awarded a Pulitzer prize.

Have you been awarded the Pulitzer prize? Sadly no, you have to go to the awards dinner to find out if you are really one of the 13 lucky winners 1st, you are still just one of the nominees and don't have anything physical in your hands.

I don't care if facility hasn't been completed yet! That is the point your don't get. The whole point here and now is/was officially saying in a PR that the licence has been awarded, granted to them (Giving the perception that they are Physically in hand, hit the ground running, ready go), much like your Pulitzer prize.

Having the actual paper licenses in California City is totally relevant while you enjoy your Pulitzer prize.
