The manipulation, more so done in the past but continuing, certainly has limited their financing options. If ADXS does offer shares it will either be because they couldn’t get suitable cash for HOT to their liking or they believe that the dilution is a good calculated risk of getting a lot more later. Which I don’t think is worth it but I am not in management.
